Funds Availability for eBay Sales
PayPal is committed to helping encourage fast shipping and consistent customer service from sellers so that buyers have a great experience when they shop. As part of this effort, for some eBay sellers who are establishing a successful selling history, funds from their eBay sales will be pending in their PayPal account for up to 21 days before the funds become available. This applies to items listed and sold on eBay.com, eBay.ca, and cafr.eBay.ca
Why aren’t my funds available as soon as my buyers pay?
Here are the most common reasons why:
- You have a Below Standard seller rating on eBay
- You have a limited selling history on eBay, which means that any of the following are true:
- It’s been 90 days or less since your first successful sale on eBay, or
- You’ve made 25 or fewer sales transactions on eBay, or
- You’ve sold $250 or less on eBay
- We believe there may be a high level of risk associated with your account or your transactions. This can include risk that your account will have a higher number of eBay Buyer Protection cases, PayPal disputes, PayPal claims, buyer chargebacks or other reversals.
What can I do to help get my funds more quickly?
Typically, you’ll get funds in 21 days – even sooner if you follow good shipping practices:
- If you print shipping labels through eBay or PayPal, funds should be available 3 days after we can confirm that the order was delivered. Your tracking information uploads automatically, and you’ll get funds to help cover shipping, too.*
- If you ship directly using USPS, UPS or FedEx and manually enter shipment tracking information on eBay or the PayPal Transaction Details page, funds should be available 3 days after we can confirm that the order was delivered.
- If you mark the item as shipped in My eBay but don’t upload tracking information, funds should be available 7 days after your latest estimated delivery date OR
- If you don’t provide tracking information, mark the item as shipped, or the estimated delivery date cannot be calculated, funds should be available in 21 days.
Please keep in mind that it may take longer to get funds if your buyer reports a problem.
At what point will my funds be available as soon as my buyers pay?
The best ways to get funds immediately are to establish a successful history of selling on eBay and achieve and maintain eBay’s Standard, Above Standard or eBay Top-rated seller status by consistently satisfying your customers.
In most cases, eBay sellers with an established selling history and Standard or Above Standard performance rating in their eBay seller dashboard, or who are eBay Top-rated sellers, aren’t affected and will receive funds when a buyer pays.

Ship with a carrier that offers package tracking and always upload the tracking information to eBay.
If you choose not to use a service with tracking, make sure you mark the item as shipped in My eBay.
How can I pay for shipping if the money from my buyer isn't available right away?
If you print labels on eBay for USPS shipping (domestic or First Class international), up to $15 of your buyer's funds will be available immediately to cover shipping costs for any order less than $50. When the total order cost exceeds $50, up to 30% of your buyer’s funds will be available immediately to cover shipping costs. If you use PayPal label printing and select USPS postage you'll need to pay for shipping when you print the label, but we’ll deposit the reimbursement back to your PayPal account within 24 hours. Funds from your buyer will not be made available in advance, to cover shipping costs, for items sent through UPS or Canada Post.
What is the purpose of this?
For sellers with a limited selling history on eBay, or sellers who are Below Standard on eBay, funds from eBay sales are not available for a period of time to encourage fast shipping and help ensure customer satisfaction.
What happens if an eBay Buyer Protection case or PayPal claim is opened during the time the funds are pending?
If an eBay Buyer Protection case, PayPal claim or PayPal dispute is opened, or a credit card chargeback is received or other reversal is initiated during the time the payment is pending, funds for that sale are unavailable until the seller resolves the issue or the case is escalated and found in the seller’s favor. If the seller does not resolve the issue and is found responsible, eBay or PayPal will refund the buyer’s payment.
Are there other factors besides having a limited selling history or having a Below Standard rating that could cause a seller to be affected?
Yes, other factors could include unusual account or transaction activity, such as a sudden rise in the number of eBay Buyer Protection cases, PayPal disputes or claims. You could also be selling in a category in which buyer issues are more common, like electronics, tickets, travel, or gift certificates.
I’ve been selling on eBay for 95 days and I’ve sold 5 items totaling about $300. Why am I still affected?
Though you’ve exceeded 90 days on the site and $250 in sales, you haven’t made more than 25 sales transactions yet. This means that you’re still considered to have a limited selling history.
How will I know if I have a “Below Standard” seller rating on eBay?
eBay Sellers with 10 or more Detailed Seller Ratings (DSRs) on eBay over a 12 month period have access to a Seller Dashboard in My eBay and can see their current performance rating. Sellers who fall Below Standard are also notified by email of their change in status.
How will I know if I’m affected?
If you’re affected, we’ll notify you through email or a message in your account overview when a payment is received and the funds are in your Pending Balance in your PayPal account. Additionally, if you are a new or Below Standard seller and use eBay’s “Sell Your Item” process to list your item, you’ll be notified that you are subject to this update when you create the listing. You’ll also see new information in My eBay, including the estimated date funds will be available.
How can I find out the status of my payments to manage my cash flow?
You can log into your PayPal account for up-to-date information on the status of your payments. You’ll also see the status of your payments for all transactions in your eBay account in My eBay. The available information will include the status of your funds, when they should be available, and what you can do to help access them sooner.
How is the estimated delivery date calculated?
Your estimated delivery date is determined using a combination of your handling time plus the shipping carrier’s published estimated delivery time for the service selected by your buyer. You enter your “handling time” when you list items to sell on eBay. This is how long it takes before you ship the item. “Shipping time” is based on the service that the buyer selects. For example if you specify a handling time of 2 days and you choose a UPS or USPS service from the pull-down menu on eBay with a shipping time of 2 to 5 business days, your buyer will see estimated delivery as 4 to 7 days. Which of my eBay listings are subject to this?
If you are affected, it applies to any new listings that you create as well as all of your existing active or “live” listings, including all of your Good ‘Til Cancelled listings.
I sell from more than one eBay account with different statuses. How will you treat my received funds?
Funds will be available based on the status of the eBay account from which they were sold.
Will international shipments be affected, either into or out of the United States?
For affected sellers, this applies to all items listed on eBay.com, eBay.ca, and cafr.eBay.ca and purchased through PayPal, including shipments into and out of the United States, no matter where the seller or items reside.
I sell internationally and there are additional challenges to shipping such as customs delays and the difficulties in tracking shipping. Will these transactions still be affected?
If your eBay account is affected, this update applies to all your listings on eBay.com, eBay.ca, and cafr.eBay.ca, whether they ship domestically or internationally. To help get your funds quicker you can upload tracking information from USPS, UPS, or FedEx. When we can confirm delivery, funds should be available in 3 days after delivery has been verified. If you use an alternate carrier or when carrier tracking isn’t available, you can still mark your item as shipped and your funds should be available 7 days after the latest estimated delivery date. If no estimated delivery date can be calculated, funds should be available 21 days after the buyer pays.
What if my buyer leaves positive Feedback on eBay while the funds from their payment are still pending?
eBay buyer Feedback won’t affect the availability of funds. Many buyers leave feedback early, before they even receive the item, or not at all, resulting in an inaccurate representation of their satisfaction with their purchase or shopping experience.
What about items that don’t require shipping such as services?
For sellers who are affected, funds from sales of services on eBay should be available 21 days after the buyer pays.
What about listings that use eBay’s Classified Ad format, including digital downloads?
Sales transacted through a classified ad on eBay.com or eBay Classifieds are not affected by this update.
What about items with local pick-up?
If your buyer pre-pays for the item with PayPal and uses local pick-up for an item purchased on eBay.com, eBay.ca or cafr.eBay.ca (but not using eBay’s Classified Ad format), your funds should be available 21 days after the buyer pays.
Is it possible to refund a buyer from PayPal prior to a payment’s release. How would this work?
The refund works the same way as it does today.
- Log in to your PayPal account.
- On the My Account Overview page, find the item you want to refund, and click the Details link.
- If you don't see the item that needs a refund, click the All Activity link.
- On the Transaction Details page, click the Issue a refund link.
Follow the directions to issue a refund to your buyer.
