Why is my PayPal Debit Card being declined?

You can manage all details by selecting your PayPal Debit Card on your Dashboard and clicking Manage Card. If your card is being declined, check to see if:

Your card is active – You can activate your new card at any time.

Your card details are current – Make sure the card isn't expired or closed, and the billing address on your PayPal account matches what you're entering.

Don't worry; a card will be in the mail if it's expired or closed. If you don't receive it, you can report the card as lost by going to the Manage Card page.

You have money in your PayPal balance – The PayPal Debit Card allows you to access the money available within your PayPal account. You can automatically add money or 'top up' by linking a card or bank if you don't have enough money in your PayPal balance.

Here's how to add automatic top-up:

  1. Click your PayPal Debit Card on your Dashboard page.
  2. Click Manage Card.
  3. Click Edit next to 'Automatic top-up is off.'

The automatic top-up feature may not be available depending on how often you use PayPal or if your bank has recently declined payments. If the payment declines and you don't have money in your PayPal account, try adding money from your bank, let it process, and try the payment again. This will help build up a history of successful payments on your account.

If you're withdrawing money, make sure you have enough money in your PayPal balance to cover the fee. Please review the PayPal Balance Long Form Disclosure in our Legal Agreements for fees.

Your PIN is incorrect – If you don't remember your PIN, you can reset it in your account. Here's how:

  1. Click your PayPal Debit Card on your Dashboard page.
  2. Click Manage Card.
  3. Next to Debit Card PIN, select Edit.

The transaction amount is over your daily spending limit – The standard daily spending limit for purchase is $3,000.00 USD.

This is a debit card linked to your PayPal Balance account and is not a credit card. PayPal is not a bank and does not itself take deposits. You will not receive any interest, credit, or other earnings on the funds in your PayPal Balance account. Your U.S. dollar PayPal Balance funds are eligible for FDIC pass-through insurance up to applicable limits only if you have opened a PayPal Debit Card account, have enrolled in Direct Deposit, or have bought or received cryptocurrency.
