The Federal Election Commission requires all Federal campaigns to use best efforts to collect and report the name, mailing address, occupation, and employer of individuals whose contributions exceed $200 in an election cycle. When a political campaign's monthly transactions exceed $3,000 and the agency has been a PayPal member for more than 90 days, it must fill out a one-time application, subject to approval.
The pricing table above applies to domestic payments in U.S. dollars. There's an additional 2.5% charge for any currency conversion and a 1% charge to receive payments from another country.

Q: How are the campaign funds accessed?
A: Start putting campaign donations to work right away. When a donation is complete, the money shows up in the campaign's PayPal account usually within a few minutes. Automatically transfer money to a campaign's linked bank account daily, or manually schedule transfers to move the money whenever it is convenient. The availability of funds from the campaign's bank account is then subject to bank policies.

Q: How can my political fundraising organization begin accepting PayPal for contributions?
A: It's fast and simple. First, sign up for a PayPal Business account. Select Nonprofit Organization as the business type, Nonprofit as the category, and Political as the subcategory. You will need to provide your organization's bank account information to link to your PayPal account. This allows you to transfer funds from your PayPal account to your bank account. Once you've created a PayPal account, you can easily add a Donate button to your organization's website. You can begin accepting contributions right away, but you won't be able to withdraw or transfer funds until your nonprofit status has been verified.
Q: Does PayPal offer discounts to political organizations?
A: PayPal offers discounts only to nonprofit organizations with registered 501(c)(3) status.
Q: How will my organization receive contributions and payments made with PayPal?
A: When supporters pay with credit cards, debit cards, or PayPal account balances, the funds will appear in your organization's PayPal account usually within minutes. On the Transaction Details page, you can view the donor name, amount, and donation date. Funds can remain in your organization's PayPal account or transferred to its bank account.
Q: What type of reporting is available for contributions?
A: PayPal offers online reports in a variety of formats that allow your organization to analyze its revenue sources, automate time-consuming bookkeeping tasks, and accurately settle and reconcile transactions. Your organization can also view a real-time transaction log on its PayPal account. The log displays transaction date, donor name, mailing address, email address, and donation amount (gross and net).
Q: Can my political fundraising organization use PayPal transactional data as part of its donor record?
A: PayPal is committed to the privacy of our users. Per PayPal's User Agreement, your organization cannot use transactional data as donor record.
Q: Can additional donor information required by the FEC be reported with PayPal?
A: Yes. Depending on the PayPal product used, additional information can be collected and reported, such as occupation and employer, via the Custom or Optional fields.
