The payment process

  1. Citizens select service(s).
    On the local government website, a payment button is selected—for a service, fee, or utility bill.
  2. Citizens view cart and check out.
    Once the selections are in their cart, they proceed to checkout.
  3. Citizens review transaction details.
    Citizens are taken to secure payment pages on PayPal's site. To pay by credit card, they fill out the easy payment form. If they prefer to pay using PayPal, they log in to their PayPal account and can pay with PayPal in as few as three clicks. PayPal provides a summary of their order.
  4. Citizens view a payment confirmation.
    Citizens see a payment confirmation that is printable for their records. The local government and citizen both receive a confirmation email.
  5. Citizens return to local government site.
    The local government can choose where to send the citizen on its site—for instance, back to the home page. PayPal sends citizen contact information to the entity for its records.
  6. Local government gets paid.
    The local government quickly receives funds into its PayPal account. It can then transfer these funds to its bank account at no charge (bank transfers usually take 3–5 days to clear), or spend the funds online anywhere PayPal is accepted.

Frequently asked questions

Q: How are the funds accessed?
A: When a payment is complete, the money shows up in the local government's PayPal account usually within a few minutes. Funds can be automatically transferred to a linked bank account daily, or manually scheduled for transfer when convenient. The availability of funds from the local government's bank account is then subject to bank policies.

Q: Can we use our own team of web developers and programmers?
A: If local governments have staff who can write HTML code, they can get assistance creating their own payment buttons. We offer API tools for developers, too. Now it's possible to dynamically customize checkout pages.

Q: What if we need help creating our site?

When a local government’s monthly transactions exceed $3,000 and the agency has been a PayPal member for more than 90 days, it must fill out a one-time application, subject to approval.

The pricing table above applies to domestic payments in U.S. dollars. There's an additional 2.5% charge for any currency conversion and a 1% charge to receive payments from another country.
