How can PayPal identify activities that are likely to be fraudulent?

Government agencies let us know when they come across new consumer protection issues or activities that are likely to be fraudulent. We prohibit the use of PayPal to buy or sell a product or service that has been identified by the government as being potentially fraudulent.

For example, we prohibit the use of PayPal in services that involving misusing personal information, charging fees without providing services, or using deceptive or misleading marketing tactics.
