PayPal declined the transaction, or there is an intermittent issue affecting request processing.

To resolve this, try the request again. If the error always returns for one specific payment method, it's probably a risk decline. If the error persists for all transactions or all transactions of a specific type, check your API call against our NVP and SOAP API Reference Guides.
