What are the fees for PayPal accounts?

Open an account:
There's no fee to sign up for a PayPal account.

Goods and services – Purchase payments:
If you're a buyer, there’s no fee to use PayPal to purchase goods or services.
Currency conversion fees may apply when you buy from overseas sellers.

If you're a merchant and receive payments for goods or services (such as from selling an item on eBay), a fee will be incurred. Learn more about the fees for getting paid.

Withdraw funds:

The withdrawal fees are different based on the bank accounts to which you transfer your funds. There’s a fee of 250 JPY if you withdraw less than 50,000 JPY, and no fees apply if you withdraw 50,000 JPY or more. No fees apply if you withdraw to a U.S bank account.

Note: Withdrawing funds isn't supported in Japan Personal accounts as Personal users aren't able to receive payments or maintain balance in the account. To start receiving and withdrawing payments, users should upgrade their account and complete the identity confirmation process.
