Why is the payment I received under review?

PayPal reviews all transactions to help sellers avoid risk. If we think that a payment might be risky or fraudulent, we'll email you that the payment is under review, and email you again when its ok to ship your item. The review process usually takes less than 24 hours, but sometimes can extend to 48 hours.

You can also check the progress of your payments on the Summary or Activity page. The payment status of your transaction remains “Pending” until we complete our review.

Payments that clear payment review are automatically eligible for Seller Protection as long as the transaction follows Seller Protection guidelines. 

If you use PayPal Instant Payment Notification (IPN) or an API, the payment appears as "Pending" with reason of "Payment Review." We'll send another IPN notification when the review is complete. You can also check for an updated status by API.
