Notice of Amendment(s) to the United Kingdom PayPal Agreement(s)

This page details and/or previews updates to PayPal users of changes to the United Kingdom PayPal User Agreement or other online agreements, policies, or statements that require notice. You can also review Past Policy Updates notices. Note that additional changes could be made to previewed agreements on or before the effective dates listed, provided the applicable notice requirements are met.

Upcoming Changes

We’re making changes to certain agreements (listed below) that govern your relationship with PayPal. These changes will take place automatically on the corresponding effective date(s) shown below.

Actions Needed

Please carefully review the notices below and familiarise yourself with the upcoming changes. By continuing to use our services after the changes take effect, you agree to be bound by those changes. Otherwise, no further action is needed from you to accept such changes. However, if you would prefer to decline them, then you will need to close your PayPal account prior to the applicable effective date, as described in the User Agreement.

Amendments to the PayPal Business Debit Mastercard Cardholder Agreement

Effective 26 January 2026:

  • We're updating the PayPal Business Mastercard Cardholder Agreement to introduce secondary cards for business account holders to be used for business expenses.
  • These updates will only apply if you request a secondary card, after the secondary cardholder has completed identity verification, and after acceptance of these terms and conditions in the activation flow.

Amendments to the PayPal User Agreement

Effective 28 April 2026:

  • We have increased the notice period we will give you if we close your PayPal Account from two months to 90 days.
  • We have also updated the reasons we can close a PayPal Account without giving advance notice so that we may only do this if: it’s being used for fraud, money laundering, terrorism, or other crimes; we can’t complete the legal checks we’re required to do; the law or a regulator requires us to close it; you or someone linked to your account is on official government sanctions lists; or your account is being used in a way that breaks the law.

Amendments to the PayPal Pools Terms and Conditions

Effective 28 April 2026:

We have clarified that if we close your PayPal Account, we’ll do it according to the rules set out in the “Closing your PayPal Account” section of the PayPal User Agreement, including giving you notice if required.

Amendments to the PayPal Fundraisers Terms and Conditions

Effective 28 April 2026:

We have clarified that if we close your PayPal Account, we’ll do it according to the rules set out in the “Closing your PayPal Account” section of the PayPal User Agreement, including giving you notice if required.

Effective 28 April 2026:

We have clarified that if we close your PayPal Account, we’ll do it according to the rules set out in the “Closing your PayPal Account” section of the PayPal User Agreement, including giving you notice if required.

Amendments to the PayPal Consumer Debit Mastercard Cardholder Agreement

Effective 28 April 2026:

  • We have increased the notice period we will give you if we terminate your cardholder agreement and cancel your card from two months to 90 days.
  • We have clarified that if we terminate your cardholder agreement and cancel your card, or close your PayPal Account, we’ll do it according to the rules set out in the “Closing your PayPal Account” section of the PayPal User Agreement, including giving you notice if required.

Amendments to the PayPal Credit Mastercard® Cardholder Agreement

Effective 28 April 2026:

  • We have increased the notice period we will give you if we terminate your cardholder agreement and cancel your card from two months to 90 days.
  • We have clarified that if we terminate your cardholder agreement and cancel your card, or close your PayPal Account, we’ll do it according to the rules set out in the “Closing your PayPal Account” section of the PayPal User Agreement, including giving you notice if required.

Amendments to the PayPal Privacy Statement

Effective 30 April 2026:

  • We're making other updates to our Privacy Statement to improve clarity and consistency. The new version features a streamlined global structure with additional market-specific sections, as applicable, and it includes information about how we handle personal data within the Hyperwallet services.
