Changes to PayPal Legal Agreements

PayPal is changing some of its Legal Agreements with effect from the effective date listed below against each change (hereinafter referred to as “Effective Date” individually). We’ve created this policy update to help you understand the changes. By continuing to use the PayPal Services after the Effective Date, you are agreeing to the changes. If you do not agree to the changes, you must close your account or cease using the PayPal Services prior to the Effective Date.

Updates to the User Agreement for PayPal Services – Effective Date: 17 May 2019

We are making the following change to our terms:

  • Exhibit A Fees:
  1. We have removed the Automatic transfer fee set out in the “Withdrawing your balance” section of Clause 4 “Additional Fees”. 
  2. We have clarified the fee for balance withdrawal to card in Kuwait, Qatar and Singapore in the “Withdrawing your balance” section of Clause 4 “Additional Fees”.

Updates to the User Agreement for PayPal Services – Effective Date: 9 July 2019

We’re making the following substantive changes to our terms:

  • Clause 2.5: We have clarified what happens when a payment is refunded (including where the original payment involved a currency conversion and where a currency conversion applies to the returned amount).
  • Clause 5.1: We have clarified the method for withdrawing funds from your Account to your card.
  • Exhibit A – Fees:  
  1. We are updating the fee for receiving commercial payments by the sellers in Albania, Andorra, Bosnia & Herzegovina, Croatia, Georgia, Iceland, Israel, Moldova, Monaco, Serbia, from the buyers in the following countries or regions: Denmark, Faroe Islands, Finland (including Aland Islands), Greenland, Iceland, Norway, Sweden, Austria, Belgium, Cyprus, Estonia, France (including French Guiana, Guadeloupe, Martinique, Reunion and Mayotte), Germany, Gibraltar, Greece, Ireland, Italy, Luxembourg, Malta, Monaco, Montenegro, Netherlands, Portugal, San Marino, Slovakia, Slovenia, Spain, United Kingdom (including Channel Islands and Isle of Man), Vatican City State, Albania, Andorra, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Georgia, Hungary, Kosovo, Latvia, Liechtenstein, Lithuania, Macedonia, Moldova, Poland, Romania, Russia, Serbia, Switzerland, Ukraine, in clause 2 “Commercial Payments Fee”.

  1. We have clarified the fee for balance withdrawal to card in Croatia, Philippines and Serbia in the “Withdrawing your balance” section of Clause 4 “Additional Fees”. 
  • Exhibit B – Country/Region – Specific Terms: We have clarified that if your Account is registered in Malaysia, you may only withdraw funds from your Account by transferring them to your local Malaysian bank account.

Changes to PayPal Legal Agreements

PayPal is changing some of its Legal Agreements with effect from the effective date as listed below against each change (hereinafter referred to as “Effective Date” individually). We’ve created this policy update to help you understand the material changes. By continuing to use our services after the Effective Date, you are agreeing to the changes. If you decide not to accept any change, you can notify us before the Effective Date to close your account.

PayPal Local Payment Methods Agreement - Effective Date: 30 January 2019

As a reminder for merchants using PayPal to receive Commercial Transaction payments, on 11 December 2018 PayPal started to enable some customers without Accounts to send payments to merchants’ Accounts using alternative local payment methods.  For this purpose, Section 3.1 of the User Agreement for PayPal Services was amended to clarify how further terms of use apply to merchants when they integrate into their online checkout/platform any functionality intended to enable a customer without an Account to send a payment to the merchant’s Account.  This includes the PayPal Local Payment Methods Agreement. At the date of this notice, Section 3.1 applies (and will continue to apply) from the Effective Date.

Updates to the User Agreement for PayPal Services– Effective Date: 28 March 2019

To help you understand your rights and obligations when it comes to using PayPal’s products and services, we’re making the following substantive changes to our terms:

  • Clause 9.1: We’re clarifying which transactions are eligible for Seller Protection.
  • Exhibit A Fees: We’ve clarified the fee for currency conversions in Monaco where the relevant amount is converted into Singapore Dollar (SGD).

Updates to the User Agreement for PayPal Services – Effective Date: 8 April 2019

To align our pricing globally, we’re standardising the fees payable by our merchants. To do this, we’re making the following substantive changes to our terms:

  • Exhibit A Fees: We’ve removed the Standard eBay Rate and Merchant eBay Rate for both domestic and international payments set out in clause 2 “Commercial Payments Fee” and merchants will now pay our standard rate for transactions on the eBay website.
