外国との送金・取引をされる方へ

財務省より、「外国為替及び外国貿易法に基づく「貿易に関する支払規制」及び「資金使途規制」への対応について」の説明がなされておりますので、必ずご一読ください。

外国為替及び外国貿易法に基づく「貿易に関する支払規制」及び「資金使途規制」への対応について

現在、我が国は国連安保理決議等を受けて、外国為替及び外国貿易法に基づき様々な経済制裁措置を講じているところです。これに関し、金融機関及び資金移動業者（以下「金融機関等」という。）は、すべてのお客様の外国送金等について、「貿易に関する支払規制」、「資金使途規制」、「支払等規制」、「対外直接投資に関する規制」および「役務取引に関する規制」等に該当しないことを確認させていただいております。

以下に主な規制を記載しております。最新の規制内容については、財務省・経済産業省・外務省のウェブサイトをご参照ください。

外国為替及び外国貿易法に基づく送金等の規制

北朝鮮の「貿易に関する支払規制」

  • 北朝鮮を原産地または船積地域とする全ての貨物の輸入または仲介貿易に係るもの（平成18年10月14日実施）
  • 北朝鮮を仕向地とする貨物の仲介貿易に係るもの（平成21年6月18日実施）

北朝鮮の「資金使途規制」

  • 「北朝鮮の核関連計画等に貢献し得る活動」に寄与する目的で行われるもの（平成21年7月7日実施）

北朝鮮に対する「支払の原則禁止」

  • 人道目的かつ10万円以下の場合を除き、北朝鮮に住所等を有する者に対する支払の原則禁止（平成28年2月26日実施）

イランの「資金使途規制」

  • イランの核活動等に関連する活動に寄与する目的で行われるもの（令和7年9月28日実施）
  • イランへの大型通常兵器等の供給等に関連する活動に寄与する目的で行われるもの（令和7年9月28日実施）

ロシア・ベラルーシ関係個人・団体に対する「資産凍結等の措置」

  • ロシア連邦・ベラルーシ共和国の特定個人・団体（令和4年2月26日実施）*指定団体（ロシア中銀を除く。）により株式の総数等の50％以上を直接保有された団体も資産凍結等の対象。
  • クリミア自治共和国及びセヴァストーポリ特別市のロシア連邦への「併合」又はウクライナ東部の不安定化に直接関与していると判断される者（令和5年12月15日実施）
  • ロシア連邦による「編入」と称する行為に直接関与していると判断されるウクライナの東部・南部地域の関係者と判断される者（令和5年12月15日実施）
  • 「ドネツク人民共和国（自称）」及び「ルハンスク人民共和国（自称）」関係者（令和4年2月26日実施）
  • ロシア連邦及びベラルーシ共和国以外の国の特定関係者（令和5年12月15日実施）

ロシア連邦政府等による「証券の発行等の禁止措置」

  • ロシア連邦政府等が発行した証券の取得・譲渡（令和4年2月26日実施）
  • ロシア連邦政府その他政府機関等による本邦における証券の発行又は募集（令和4年2月26日実施）
  • ロシア連邦の特定銀行（当該銀行により株式の総数又は出資の総額に占める割合の百分の五十以上を直接に所有されている団体（本邦内に主たる事務所を有する団体を除く。）を含む。）による本邦における証券（償還期限の定めがある場合、30日超のものに限る。）の発行又は募集（令和4年2月26日実施）
  • 上記の証券発行又は募集のための労務又は便益の提供（令和4年2月26日実施）

ロシア連邦・ベラルーシ共和国との「輸出入の禁止措置」

  • ロシア連邦・ベラルーシ共和国向け特定品目の輸出（令和4年2月26日実施）
  • ロシア連邦からの特定品目の輸入（ロシア連邦を原産地とする特定品目含む）（令和4年4月12日実施）
  • ロシア連邦・ベラルーシ共和国の特定団体への輸出（令和4年2月26日実施）
  • 「ドネツク人民共和国（自称）」及び 「ルハンスク人民共和国（自称）」との輸出入（令和4年2月26日実施）
  • ロシア連邦及びベラルーシ共和国以外の国の特定団体への輸出等に係る禁止措置（令和5年12月15日実施）

ロシア連邦・ベラルーシ共和国との「役務取引（技術提供・サービス）の禁止措置」

  • ロシア連邦・ベラルーシ共和国向け特定品目の技術提供（令和4年3月8日より順次実施）
  • ロシア連邦・ベラルーシ共和国の特定団体への技術提供（令和4年3月8日より順次実施）
  • ロシア連邦向け特定サービスの提供（令和4年3月8日より順次実施）
  • ロシア連邦及びベラルーシ共和国以外の国の特定団体に対する役務取引（技術提供）（令和5年12月15日実施）

ロシア連邦向け「対外直接投資の禁止措置」

  • ロシアにおいて行われる事業に係る対外直接投資（令和4年5月12日実施）
  • ロシア法人等により外国において行われる事業に係る対外直接投資（令和4年5月12日実施）

ロシア連邦を原産地とする産原油等の価格上限に係る資本取引に関する規制

  • ロシア連邦を原産地とし、海上において輸送される原油等の上限価格を超える購入に関連する、金銭の貸付契約又は債務の保証契約に基づく債権の発生等に係る取引の禁止（原油：令和4年12月5日、石油製品：令和5年2月6日より実施）

ロシアの産業基盤強化に資する物品等の輸出等禁止措置

  • ロシアの産業基盤強化に資する物品等の輸出等にかかる禁止措置（令和7年1月23日実施）

つきましては、上記規制に該当するおそれのある取引・送金を行う場合には、ペイパルに対してご申告頂きますようご協力をお願い致します。なお、それ以外の取引・送金であっても、送金目的や商品の原産地・船積地域等に関するご質問又は上記規制に該当しない旨の申告のご依頼等をさせていただくことがありますので、ご理解とご協力をお願いします。

また、ペイパルがお客様のために上記規制に該当するおそれのある送金を受領する場合にも、法令等により金融機関等に求められている確認を行う目的で、上記規制に該当しないことを確認させて頂くためのご質問へのご回答やご申告へのご理解とご協力をお願いします。

For customers who are engaged in cross-border transaction (payment)

Please be sure to read the Ministry of Finance's explanation related to "Compliance with 'Payment Regulations for Foreign Trades' and 'Regulations on the Purpose of Fund Transfers' pursuant to the Foreign Exchange and Foreign Trade Act."

Response to "Payment Regulations for Foreign Trades" and "Regulations on the Purpose of Fund Transfers" pursuant to the Foreign Exchange and Foreign Trade Act

Currently, Japan is taking various measures related to economic sanctions in accordance with the Foreign Exchange and Foreign Trade Act in response to UN Security Council resolutions and other regimes. In this regard, financial institutions and fund transfer business operators (hereinafter collectively referred to as "Financial Institutions etc.") are mandated to confirm that all foreign remittances, etc. processed by our customers do not fall under the "Payment Regulations for Foreign Trades", "Regulations on the Purpose of Fund Transfers", "Regulations on Payments, etc.", "Regulations on Foreign Direct Investment," and "Regulations on Service Transactions"

Major restrictions are listed below. For the latest regulations, please refer to the websites of Ministry of Finance, Ministry of Economy Trade and Industry, and Ministry of Foreign Affairs.

Restrictions on cross-border transaction (payment) under the Foreign Exchange and Foreign Trade Act

North Korea's "Restrictions on trade payments"

  • Importation or intermediary trade of all goods originating or shipped from North Korea (effective October 14, 2006)
  • Intermediary trade of goods destined to North Korea (effective June 18, 2009)

"Restrictions on purpose of fund transfers" related to North Korea

  • Transfers made for the benefit of "activities that can contribute to North Korea's nuclear-related programs" (effective July 7, 2009)

"Prohibition of payment in principle" to North Korea

  • Prohibition in principle of payment to persons who have address in North Korea except for humanitarian aid and payment amount of 100,000 yen or less (implemented on February 26, 2016)

"Restrictions on purpose of fund transfers" related to Iran

  • Transactions conducted for the purpose of contributing to “activities related to Iran’s nuclear activities, etc.” (Effective September 28, 2025)
  • Transactions conducted for the purpose of contributing to “activities related to the supply, etc. of large conventional weapons, etc. to Iran” (Effective September 28, 2025)

"Countermeasures such as asset freezes" against individuals and organizations related to Russia and Belarus

  • Specified individuals and organizations in Russian Federation and Republic of Belarus (effective February 26, 2022)

    • Organizations that are directly held 50% or more in number of shares, etc. by the specified organizations (excluding the Central Bank of Russia) are also subject to asset freezes.

  • Persons determined to be directly involved in the "annexation" of Autonomous Republic of Crimea and the city with special status of Sevastopol to Russian Federation or the destabilization of eastern Ukraine (effective December 15, 2023)
  • Persons in Eastern and Southern Ukraine who are determined to be involved in "incorporation" by Russian Federation (effective December 15, 2023)
  • Officials of Donetsk People's Republic (self-proclaimed) and Luhansk People's Republic (self-proclaimed) (effective February 26, 2022)
  • Specified persons in countries other than Russian Federation and Republic of Belarus (effective December 15, 2023)

"Prohibition on issuance of securities" by the Government of Russian Federation, etc.

  • Acquisition and transfer of securities issued by the government of Russian Federation, etc. (effective February 26, 2022)
  • Issuance or offering of securities in Japan by the government of Russian Federation and other agencies affiliated with the government, etc. (effective February 26, 2022)
  • Issuance or offering of securities (limited to securities exceeding 30 days until the maturity date if available) in Japan by specified Russian banks (including organizations that are held 50% or more in number of shares or capital contributions by such banks (excluding organizations locating their principal office in Japan) (effective February 26, 2022)
  • Provision of services or facilitations related to the issuance or offering of the above securities (effective February 26, 2022)

"Prohibition of exports and imports" to and from Russian Federation and Republic of Belarus

  • Export of specific items to Russian Federation and Republic of Belarus (effective February 26, 2022)
  • Import of specific items from Russian Federation (including specific items originating from Russian Federation) (effective April 12, 2022)
  • Export to specified organizations in Russian Federation and Republic of Belarus (effective February 26, 2022)
  • Export and import to and from "Donetsk People's Republic (self-proclaimed)" and "Luhansk People's Republic (self-proclaimed)" (effective February 26, 2022)
  • Prohibition on exports, etc. to specified organizations in countries other than Russian Federation and Republic of Belarus (effective Decem ber 15, 2023)

"Prohibition of service transactions (licensing of technology and provision of services)" in benefit of Russian Federation and Republic of Belarus

  • Licensing of technology for specific items to Russian Federation and Republic of Belarus (sequentially implemented from March 8, 2022)
  • Licensing of technology to specific organizations in Russian Federation and Republic of Belarus (sequentially implemented from March 8, 2022)
  • Provision of specific services for Russian Federation (sequentially implemented from March 8, 2022)
  • Service transactions (licensing of technology) to specified organizations in countries other than Russian Federation and Republic of Belarus (effective December 15, 2023)

"Prohibition of foreign direct investment" to Russian Federation

  • Foreign direct investment in projects carried out in Russia (effective May 12, 2022)
  • Foreign direct investment by Russian corporations, etc. in projects carried out in foreign countries (effective May 12, 2022)

Regulation on capital transactions relating to the price cap of crude oil produced in Russian Federation

  • Prohibition of transactions pertaining to the occurrence of claims, etc. based on loan agreements or guarantees related to the purchase of crude oil, etc. originating in Russia and exceeding the capped pricing of marine-transported crude oil, etc. (crude oil: effective December 5, 2022, petroleum products: effective February 6, 2023)

Prohibition on exports of goods that contribute to strengthening Russia's industrial base

  • Prohibition on exports of goods, etc. that contribute to strengthening Russia's industrial base (implemented on January 23, 2025)

In this regard, PayPal would ask for your cooperation in providing self-declaration prior to executing transactions (payment) that may fall under any of the above criteria. Furthermore, even if the transactions (payment) may not be relevant to the criteria, PayPal may inquire about the purpose of fund transfers, place of origin/embarkation, etc. or may request explicit confirmation that those transactions do not fall under regulated category. As such, we would ask for your understanding and cooperation in responding to such requests.

In addition, PayPal as Financial Institution stipulated under the law, is required to perform its confirmation duty on incoming remittances to customer accounts, which may be relevant to the above regulated category, so we would ask for your understanding and cooperation in responding to requests for information and confirmation in this respect.
