Amendments to the PayPal Alternative Payment Methods Agreement Services Addendum
Effective: September 29, 2025

  • The section titled “Your liability to us” and Annex 1 of the PayPal Alternative Payment Methods Agreement are being updated to clarify that reversals can include missing funds. Annex 1 is also being clarified to indicate which payment methods could be subject to missing funds. This notice is applicable to sellers only.

Issued: October 23, 2024

Amendments to the PayPal User Agreement
Effective 13 January 2025:

  • We are updating the “Your use (as a seller) of personal data; Data protection laws” section of the PayPal User Agreement to remove any duplicative language and improve clarity.
  • We are clarifying that merchants are permitted to share customer personal information provided to them by PayPal with their service providers. We are also asking that merchants acknowledge they have the rights and authorities to share personal data with PayPal. This is a requirement under existing user agreement for merchant to comply with applicable data protection laws.

Amendments to the PayPal Seller Protection Program
Effective 13 January 2025:

  • We are revising the ‘Basic Requirements’ for the Seller Protection program to include integration requirements for sellers who have integrated a PayPal Checkout product with their website.
  • We are revising PayPal’s Seller Protection Program to extend eligibility to Guest Checkout transactions received by accounts registered in certain markets.

Issued: June 13, 2024

Amendments to the PayPal Online Card Payment Services Agreement
Effective June 13, 2024:

  • The Advanced Credit and Debit Card Payments suite of functionality may include the ability to integrate eligible third-party wallets as add-on features. We’re revising our terms to indicate that if you choose to integrate such add-on features, you agree to the applicable third-party terms via your acceptance of the PayPal Online Card Payment Services Agreement. Such acceptance includes your acknowledgement and agreement that such third-party features and terms are provided, updated, and noticed solely by the relevant third party and not by PayPal
  • We are adding terms and conditions to the Terms for processing card transactions which may apply when you integrate eligible third-party wallets.
  • We are adding terms and conditions for the Account Updater functionality, which may be provided as part of the Advanced Credit and Debit Card Payments suite of functionality from July 31, 2024 to eligible merchants to allow them to update their customers’ eligible card data stored with PayPal. This would enable seamless processing for recurring payments and other eligible transactions in the future.
  • We are clarifying certain provisions relating to vaulting functionality.

Effective June 13, 2024:

  • We are clarifying our Taxes and Information Reporting terms and our currency conversion terms.

Amendments to the PayPal Buyer Protection Program
Effective June 13, 2024:

  • We are revising PayPal’s Buyer Protection Program to exclude Non-Fungible Tokens (NFTs) from eligibility.
  • In addition to meeting all other eligibility requirements for PayPal’s Buyer Protection Program, disputes asserting Significantly Not as Described claims must be opened by the buyer in the Resolution Center within 30 days of the delivery or fulfillment of an order or within 180 days of the date a payment was sent by the buyer to the seller, whichever is sooner. The timeframes for opening other disputes asserting other claim types (including Item Not Received, Unauthorized Transactions, or other errors) are not changing at this time.

Amendments to the Seller Protection Program
Effective June 13, 2024:

  • We are revising PayPal’s Seller Protection Program to exclude from eligibility Non-Fungible Tokens (NFTs) with a transaction amount of:
    • $10,000.01 USD or above (or equivalent value in local currency as calculated at the time of the transaction);
    • $10,000.00 USD or below (or equivalent value in local currency as calculated at the time of the transaction), unless the buyer claims it was an Unauthorized Transaction and the transaction meets all other eligibility requirements.

In accordance with our PayPal User Agreement, we will continue to post notice of changes which reduce your rights or increase your responsibilities on our Policy Updates page at least 14 days before such changes take effect. We will be also sending you, or other users in your market, emails about changes to our legal agreements. By continuing to use our services after any such changes take effect, you agree to abide and be bound by those changes.

Amendments to the PayPal User Agreement
Effective February 1, 2024:

  • We are revising the User Agreement to indicate the payment a seller receives from a buyer may be invalidated and reversed if the seller fails to respond or provide accurate and complete information to PayPal related to the buyer’s claims or chargebacks for such transaction within the timeframe communicated to the seller by PayPal.

Amendments to PayPal’s Seller Protection Program
Effective February 1, 2024:

  • We are revising PayPal’s Seller Protection Program to exclude from eligibility Item Not Received claims filed by buyers as chargeback claims with their card issuers for card-funded transactions.

Amendments to the PayPal Payouts Terms and Conditions

Effective February 1, 2024:

  • The PayPal Payouts Terms and Conditions are being updated to clarify existing product functionality, including:
    • Eligibility requirements for recipients of payouts to successfully receive payouts
    • Clarifying the respective responsibility of PayPal and senders with regard to payouts made using the PayPal Payouts product
  • In addition, the updates provide that:
    • PayPal may require evidence of express recipient consent to receive communications in connection with payouts
    • Customers must confirm that provision of information to PayPal does not constitute a sale of data to PayPal under applicable law
    • Customers may not imply PayPal sponsorship or endorsement without prior permission; seek to obtain PayPal user credentials

Effective February 8, 2023:

  • We are clarifying that PayPal personal accounts and premier accounts may not be used for business purposes and that using them for such purposes is a Restricted Activity. If you wish to use your PayPal account for business purposes, for example as a sole proprietor, then you must open a business account for such purposes.

Effective October 31, 2022:

  • Business accounts will not be able to receive personal transactions.
  • PayPal accounts will not be able to send personal transactions to business accounts.
  • We are clarifying that PayPal may be required to place limitations on your account and/or withhold on certain gross payments received if you do not provide required tax-related information.

Amendments to the PayPal Premier and Business Account Fees

Effective June 8, 2022, we are:

  • Making minor changes to the way the standard rate for receiving international transactions is displayed on the PayPal Premier and Business Account Fees page. Instead of stating “4.10% + fixed fee”, it is now stated that “the fee for receiving domestic transactions applies plus the additional percentage-based fee for international commercial transactions”. Please rest assured that the international transactions rate is not changing.

Amendments to the PayPal User Agreement

Effective March 16, 2022, we are:

  • Revising PayPal’s Seller Protection program to expand the list of ineligible items to include certain Non-Fungible Tokens (NFTs) with a transaction amount of more than $10,000 USD.
  • Updating the Dispute Fee and Restricted Activities terms to include actions we may take and the dispute fees we may assess if the seller engages in a Restricted Activity.

Amendments to the PayPal User Agreement

Effective December 1, 2021 we are:

  • Relocating PayPal’s Buyer Protection program and Seller Protection program terms to separate web pages. These program terms are accepted at the time you agree to the User Agreement and remain part of the User Agreement. The relocation is intended to make the terms easier to locate and navigate.
  • Revising PayPal’s Seller Protection program to clarify that proof of shipment and proof of delivery also must include an online verifiable tracking number.
  • Clarifying that abuse of our online dispute resolution process, PayPal's Buyer Protection program, and/or PayPal’s Seller Protection program are restricted activities as defined under the user agreement.

Amendments to the PayPal User Agreement

Effective: September 10, 2021

  • We are revising PayPal’s Seller Protection program to clarify eligibility for certain claims involving travel tickets sold by the travel carrier and basic requirements to be globally consistent.
  • We are requiring sellers to notify us of any pricing errors or discrepancies within sixty (60) days from having access to their account statement(s) or other account activity information.
  • We are clarifying the types of costs used to calculate the reasonable minimum estimate that we may recover if you engage in any restricted activities.

Amendments to the PayPal Acceptable Use Policy

We are revising the policy to clarify that violations may subject you to damages. We are also expanding the existing list of prohibited activities and clarifying the commercial activities requiring pre-approval.

 

Amendments to the PayPal Pools Terms and Conditions

Effective: September 30, 2021

We will discontinue and retire the Pools Program and corresponding Pools services as of November 8, 2021, and:

  • the ability to create new Pools will be disabled on September 30, 2021;
  • all existing open Pools will have a maximum duration of 30 days applied starting September 30, 2021, and will therefore expire on October 30, 2021 if not already terminated prior to that date;
  • you will need to move any funds from your existing Pool(s) into your PayPal balance before November 8, 2021. Otherwise, we will move any remaining funds for you into your PayPal balance on or after that date;
  • if you currently are (or have been) a Pool creator, please keep a copy of the list of contributors to your Pools for recordkeeping. Records of your Pool(s) will no longer be available after November 8, 2021.

Amendments to the PayPal User Agreement

Effective: May 31 2021

  • We are further revising PayPal’s Buyer Protection and Seller Protection to be globally consistent and to further clarify which transactions are eligible for protection.
  • We are clarifying how sending or receiving donations are treated.
  • We are clarifying the language regarding the fees paid when you refund a transaction.
  • We are increasing the fee you pay when withdrawing funds from your PayPal balance to your linked US bank account.
  • We are removing the merchant rates from the PayPal User Agreement and the fee pages.

Amendments to the PayPal Advanced Credit and Debit Card Agreement

Effective: May 31 2021

  • We have changed the name of the PayPal Advanced Credit and Debit Card Agreement. The new name of this agreement is the PayPal Online Card Payment Services Agreement.
  • Please see the section “About this Agreement” at the start of the PayPal Online Card Payment Services Agreement for more information about the Services covered by the agreement.
  • We have added terms to clarify how to use the PayPal Payment Button.
  • We have added terms to explain the use of the Recurring Billing and Recurring Payments features.
  • We have updated our Proprietary Rights terms.

Amendments to the PayPal User Agreement

Effective: February 26, 2021

  • We are revising the listed exclusions to PayPal’s Buyer Protection and Seller Protection to be globally consistent and to clarify which transactions are eligible for protection.
  • We are revising PayPal’s Seller Protection so it does not apply where a merchant ships a physical item or fulfills a purchase order more than two days after being notified by PayPal that the transaction is being disputed, reversed, or is otherwise unauthorized.
  • We are clarifying our PayPal Payouts and Mass Pay services terms, including that they may only be used to make multiple or bulk payments, not individual or other ineligible payments, and that merchants are responsible for obtaining the applicable consents from their payout recipients.
  • We are clarifying the terms that govern communications between you and PayPal.
  • We are clarifying PayPal’s data protection roles and responsibilities in connection with the processing of personal data using the PayPal services.

Amendments to the PayPal Website Payments Plus - Hosted Solution and Virtual Terminal Agreement

Effective Date: March 15, 2021

We are making the following changes to the PayPal Advanced Credit and Debit Card Agreement (previously the PayPal Website Payments Plus - Hosted Solution and Virtual Terminal Agreement):

  • We have changed the name of the PayPal Website Payments Plus - Hosted Solution and Virtual Terminal Agreement. The new name of this agreement is the PayPal Advanced Credit and Debit Card Agreement. PayPal Website Payments Pro Hosted Solution will now be referred to as “Advanced Credit and Debit Card Payments.” The new name of this agreement reflects this change.
  • Please see the section “About this Agreement” at the start of the PayPal Advanced Credit and Debit Card Agreement for more information about the Products covered by the agreement.
  • We are revising the notice provisions to better align with the PayPal User Agreement (including the amount of advance notice required for changes to the agreement).
  • Fraud Protection is now an optional additional service in the Advanced Credit and Debit Card suite of functionality. We have set out the terms and conditions for our Fraud Protection product.
  • We’re updating our data processing terms to change PayPal to reflect that PayPal is a data controller for payment processing and fraud services.

Amendments to the PayPal Account User Agreement

  • We are updating the policies which you agree to comply with when you open and use a PayPal account.
  • We are establishing a dispute fee and its applicable terms and conditions for sellers.
  • We are introducing an instant withdrawal service with your eligible local bank account where settlement will generally take place within one business day during banking hours or the following business day if the withdrawal is made during a public holiday or after banking hours. Please note that this is subject to the availability following the launch of such service by PayPal.

Amendments to the Fees

  • We are introducing the dispute resolution fee.
  • We are introducing fees applicable to withdrawals you make to your eligible local bank.

We are making changes to the legal agreements that govern your relationship with PayPal. We encourage you to carefully review the notices below so that you are familiar with these upcoming changes.

There is no further action needed from you as these changes will take place automatically on the Effective Date shown below. In the event you would prefer to decline these changes and close your account, you can do so prior to the Effective Date without incurring any additional charges.

Updates to the Japan User Agreement

Effective Date: July 31, 2020

We are unveiling an entirely redesigned User Agreement for our customers. We have worked hard to make this new User Agreement a more user friendly experience with content that makes it easier for you to understand your rights and obligations when it comes to using PayPal’s products and services.

Here is what we have done:

We have redesigned the User Agreement to simplify its format, with new color-coded headings so you can find the information most relevant to your account more easily. We have revised and reorganized the content of the User Agreement to be easier to follow and to include information where you would naturally look for it. Except as described below, we are not changing the meaning of what we say, only how we say it and where you can find it.

In addition to redesigning the User Agreement, we are making the following changes to our terms:

  1. Ineligible items and transactions under PayPal’s Buyer Protection program

As part of ineligible items under PayPal’s Buyer Protection program, we have added the following:

  • Significantly Not as Described claims for wholly or partly custom made items or items picked up in person.
  • Payments made in respect of gold (whether in physical form or in exchange-traded form).
  • Items intended for resale, including single item or multiple item transactions.
  1. Transaction eligibility for PayPal’s Buyer Protection program

The PayPal’s Buyer Protection program has been amended so that if you are a buyer, you must also attempt to contact the seller to resolve your issue directly before filing a claim through the Resolution Center.

  1. PayPal's Seller Protection Program

We have amended PayPal’s Seller Protection program eligibility requirements and expanded coverage.

  • We are expanding our Seller Protection Program to include certain intangible goods and providing the terms and conditions with respect to the coverage of such intangible goods.
  • We are clarifying that our Seller Protection Program does not cover Unauthorized Transactions initiated in an environment not hosted by PayPal.
  • For “Significantly Not as Described” claims under our Seller Protection Program, we are clarifying that the item may not be returned to sellers or sellers may be required to accept the returned item and pay for the return shipping costs.

Amendments to the PayPal User Agreements with respect to Accounts in Japan.

Effective Date: March 16, 2020

 

PayPal is changing its User Agreements. The amended User Agreements will be effective as to all PayPal users on March 16, 2020.

AMENDMENTS TO USER AGREEMENTS FOR PERSONAL USERS IN JAPAN AND BUSINESS AND PREMIER USERS IN JAPAN

  1. Notice for Amending the User Agreements

We’re updating the notice period for when we make any Substantial Changes to the User Agreements. The notice period will be reduced from 30 days to 14 days.

  1. Presentation of PayPal

Section 1.5 Presentation of PayPal of the User Agreement for Business and Premier Users in Japan is amended to add terms clarifying that Sellers must not present any payment method or mark upstream (or at an earlier point in the checkout experience) from the presentment of any of PayPal’s services or marks.

  1. Provisions of Financial Statements

Section 11.8 Actions by PayPal – Account Closure, Termination of Service, Limited Account Access; Confidential Criteria of the User Agreement for Business and Premier Users in Japan is amended to clarify that in order to allow PayPal to assess the level of risk associated with accounts, Sellers must cooperate with PayPal’s reasonable requests for financial statements and other documentation or information in a timely fashion.

  1. Exhibit A – Fees

The section on Refund Fees in Exhibit A of the User Agreement for Business and Premier Users in Japan shall be amended such that if you are a Seller and refund (partially or fully) a payment to a buyer, there are no fees to make the refund, but the fees you originally paid as the Seller will not be returned to you.

AMENDMENTS TO USER AGREEMENT FOR PERSONAL USERS IN JAPAN AND PREMIER AND BUSINESS USERS IN JAPAN

1. Sending Payments

Section 2.2 Refused and Refunded Payments of the User Agreements for Personal Users in Japan and Premier and Business Users in Japan are amended so that the following is added at the end of the section:

When you send a payment online using PayPal and the transaction is ultimately refunded, the money will be refunded to the original payment method you used for the transaction if you used a debit card, credit card or PayPal balance. If you used a bank account as the payment method for the transaction, we will refund the money to your bank account, or to your PayPal balance if we cannot refund it to your bank account.

When you buy something from a Merchant using PayPal that required a currency conversion, and a refund is issued by the Merchant using PayPal:

  • Within 1 day of the date of the original payment, the transaction exchange rate used at the time of the original payment will apply.
  • Beyond 1 day of the date of the original payment, the transaction exchange rate (including the applicable currency conversion fee as set out in Exhibit A (Fees)) on the date of the refund will apply. The transaction exchange rate may be applied immediately and without notice to you. This means that you may not receive the full amount of your original payment due to the fees above and fluctuations in currency conversion rates.

2. PayPal Customer Support

With effect from July 1, 2019, references to business hours for PayPal's customer support in Japan in the User Agreements for Personal Users in Japan and Premier and Business Users in Japan will be changed from 9:00 a.m. to 6 p.m. (Mon-Fri).

3. Exhibit A – Fees

Any references to “automatic transfers” and applicable fees in the User Agreement for Premier and Business Users in Japan has been deleted.

PayPal Seller Protection is protection we provide to Sellers in Japan from Claims, Chargebacks, or Reversals that are based on

  • Unauthorized Transaction (except for any unauthorized transactions initiated in an environment not hosted by PayPal); or
  • Item Not Received.
  1. Exhibit A – Fees

Exhibit A-Fees of the User Agreement for Premier and Business Users in Japan is amended so that *Maximum Mass Payments/Payouts Fees of Section 4 (Fees for Other Pricing Categories) subsection c (Mass Payments/Payouts Fees) includes two new additional currencies as set forth below:

  • Taiwan New Dollar: 33.00 TWD
  • Thai Bhat: 36.00 THB
