Meeting a buyer’s expectation for prompt delivery of goods is an important factor in providing a great customer experience and this applies to sales made on eBay as with any other online retailer. Payment holds are used to encourage new sellers to meet buyer expectations. This in turn helps to build buyer trust in the eBay marketplace and will encourage customers to return.

FAST ACCESS TO FUNDS COMES WITH EXPERIENCE AND PERFORMANCE

PayPal payment holds are typically placed on accounts that do not meet all of the following criteria:

  • 90 days have passed since the first successful eBay sale.
  • More than 25 received payments have been completed on the site.
  • More than £165 has been generated in total sales.
  • If the account had been suspended previously and has been reinstated more than 90 days ago
  • The seller status on the account is Standard or above

Without any holds on the account, buyers’ payments will be available almost immediately.

REASONS WHY YOUR FUNDS COULD BE DELAYED

Funds could also be delayed if a higher than normal level of risk is associated with this transaction or with your account-for example a sudden spike in eBay Buyer Protection cases, PayPal disputes or claims, unusual selling activity, items with an exceptionally high selling price, or sales in a new category or a category such as electronics, tickets, travel or gift certificates. In addition, PayPal may place a hold of up to 21 days on payments based on a seller's account tenure, transaction activity, any past disputes and overall customer satisfaction. DISPATCH QUICKLY AND USE EBAY LABELS FOR FAST ACCESS TO YOUR FUNDS

Typically you will get access to your funds within 21 days, and possibly even sooner:

  • If you print postage labels through eBay or PayPal or use another carrier who provides tracking information and manually enter delivery tracking information on eBay funds will be available three days after the latest estimated delivery date.
  • If you mark the item as dispatched but don’t upload tracking information, funds should be available seven days after your latest estimated delivery date.
  • If you don’t provide tracking information or mark the item as dispatched, funds will be available in 21 days.

Here’s some more detailed information about PayPal payment holds and how you can work towards getting immediate access to your funds.

What happens if an eBay Buyer Protection case or PayPal claim or dispute is opened during the time the funds are pending?

If an eBay Buyer Protection case, PayPal claim or PayPal dispute is opened, a credit card chargeback is received or the buyer initiates a reversal during the time the payment is pending, the payment hold will be extended and funds for that sale will remain unavailable until the seller resolves the issue or the case is escalated and found in the seller’s favour. If the issue is found to be in the buyer’s favour PayPal will refund the payment.

What happens if an eBay Buyer Protection case or PayPal claim is opened after funds have been released from a PayPal payment hold?

In the event that a buyer opens an eBay Buyer Protection case, a PayPal claim or dispute, or a credit card chargeback is received or the buyer initiates a reversal after a payment has been released from a hold, the payment in question will be put back on hold until the seller resolves the issue or the case is escalated and found in the seller’s favour. If the issue is found to be in the buyer’s favour PayPal will refund the payment.

Are there other factors besides having a limited selling history or having a Below Standard seller rating that could cause a seller to be affected?

There are some limited situations where this could occur, other factors could include unusual account or transaction activity, such as a sudden rise in the number of eBay Buyer Protection cases, PayPal disputes or claims. You could also be selling in a category in which buyer issues are more common, like electronics, tickets, travel or gift certificates.

I’ve been a seller for over 90 days, but I’m still subject to payment holds. Do I have to meet all of the criteria to get immediate access to payments?

Yes, you will get immediate access to your buyers’ payments as soon as you’ve met all of the criteria outlined above. This means you’ll need to complete more than 25 transactions, generate over £165 in total sales, ensure your account has not been suspended within the last 90 days and maintain a seller status of Standard or above.

How will I know if I have a Below Standard seller rating on eBay?

eBay sellers with 10 or more Detailed Seller Ratings (DSRs) on eBay over a 12-month period have access to a Seller Dashboard in My eBay and can see their current performance rating. Sellers who fall Below Standard are also notified by email of their change in status.

How will I know if my account is subject to PayPal payment holds?

If your account is affected, we’ll notify you through email or a message in your account overview when a payment is received and the funds are in your Pending Balance in your PayPal account. Additionally, if you’re a new or Below Standard seller and use eBay’s Sell Your Item process to list your item, we’ll let you know you are subject to this update when you create the listing. You’ll also see new information in My eBay, including the estimated date funds will be available.

How can I find out the status of my payments to manage my cash flow?

You can log into your PayPal account for up-to-date information on the status of your payments. You’ll also see the status of your payments for all transactions in your eBay account in My eBay. The available information will include the status of your funds, when they should be available, and what you can do to help access them sooner.

How is the estimated delivery date calculated?

Your estimated delivery date is determined using a combination of your handling time plus the shipping carrier’s published estimated delivery time for the service selected by your buyer. You enter your handling time when you list items to sell on eBay. This is how long it takes before you ship the item.
Shipping time is based on the service that the buyer selects. For example if you specify a handling time of two days and you choose a delivery service (where tracking is available) with a shipping time of 2-5 working days, your buyer will see estimated delivery as 4-7 days.

Which UK carriers provide tracking information?

The vast majority of carriers provide tracking such as Fedex, UPS, TNT, DHL, Yodel, Collect+, but there may be other services, for example the economy ones, where tracking is not always provided. Royal Mail can also provide tracking, although only for their premium recorded services.

Which of my eBay listings are subject to PayPal payment holds?

If your account is affected, it applies to any new listings that you create as well as all of your existing active or live listings.
However sales transacted through a classified ad on eBay.co.uk, eBay.com or eBay Classifieds are not affected by this policy.

I already have an established selling account. Will my payments still be held if I link my accounts?

Currently new accounts are held to their own reputation factors and behaviours and are therefore also subject to PayPal payment holds until all the criteria above is met.

Will international shipments be affected, either into or out of the UK?

It applies to all items listed on eBay.co.uk, eBay.com, eBay.ca, and cafr.eBay.ca that are purchased through PayPal, including shipments into and out of the UK, no matter where the seller or items reside.

I sell internationally and there are additional challenges to shipping such as customs delays and the difficulties in tracking shipping. Will these transactions still be affected?

If payments are being held in your account, this will apply to all your listings on eBay.co.uk, eBay.com, eBay.ca, and cafr.eBay.ca, whether you ship domestically or internationally. To help get your funds quicker you can upload tracking information from your chosen shipping services (for more information refer to Which UK carriers provide tracking information? above) When we can confirm delivery, funds should be available in three days after delivery has been verified. If you use an alternative carrier or when carrier tracking isn’t available, you can still mark your item as shipped and your funds should be available seven days after the latest estimated delivery date. If no estimated delivery date can be calculated, funds should be available 21 days after the buyer pays. More information is available here.

Can my funds be released earlier if my buyers provide positive Feedback about the transaction?

Not all buyers will leave feedback, therefore PayPal uses shipping time to determine when funds will be released.

What about items that don’t require shipping, such as services and digital downloads?

For sellers who are affected, funds from sales of services and digital downloads on eBay should be available 21 days after the buyer pays.

What about items with local pick-up?

If your buyer pre-pays for the item with PayPal and uses local pick-up for an item purchased on eBay.co.uk, eBay.com, eBay.ca or cafr.eBay.ca (but not using eBay’s Classified Ad format), your funds should be available 21 days after the buyer pays.

Is it possible to refund a buyer from PayPal before a payment’s release? How would this work?

A refund works the same way as it does in any other situation – refunds are available instantly so if a buyer requests a refund while a payment is being held, the refund is made from the pending balance. Simply follow these directions to issue a refund to your buyer:

  1. Log in to your PayPal account.
  2. On the My Account Overview page, find the item you want to refund, and click the Details link.
  3. If you don't see the item that needs a refund, click the All Activity link.
  4. On the Transaction Details page, click the ‘issue a refund’ link.

If PayPal payment holds are removed from my account, is it possible for them to be placed back on again in the future?

Yes, if your seller status falls below Standard or you have unusual account or transaction activity, such as a sudden rise in the number of eBay Buyer Protection cases, PayPal disputes or claims, PayPal payment holds could be placed on your account. Also if your account is suspended, PayPal payment holds could be placed on your account until 90 days after your account is reinstated. We recommend following seller best practices.
