Cause 
The API call is trying to initiate a transaction to a restricted <a href="http://www.paypal.com" target="_blank">PayPal account</a>. 
 
Solution 
The account owner must log in to their account to understand what is being restricted. To have the restriction removed from the account, contact Technical Support for help.
