While testing the PayPal Commerce Platform, you were returned a 403 error.

Cause
If you receive this error in the Live or Sandbox environment, your use case has not yet been approved for the PayPal Commerce Platform.

Solution
You must be an approved partner to use the PayPal Commerce Platform solution.
