What is the difference between account verification and identity confirmation?

Account verification

Account verification is a process for confirming that the credit card registered with the account is the user's credit card.

PayPal sets account limits for online payments and withdrawals of account balances to bank accounts* as a measure against credit-card fraud. You can lift the limit by verifying your account with a registered credit card.

*You need to complete identity confirmation to receive payments through PayPal.

Identity confirmation

Identity confirmation is a process required by certain financial institutions to confirm specified transactions based on the Act on Prevention of Transfer of Criminal Proceeds. Because PayPal is registered as a funds transfer business operator with the Financial Service Agency, it is subject to the Act on Prevention of Transfer of Criminal Proceeds.
