Should I report my problem in the eBay or PayPal Resolution Center?

PayPal and eBay both have ways for you to report and resolve problems with a purchase.

If you paid for an eBay item with PayPal, you can report your problem to either eBay or PayPal. If you didn’t pay with PayPal, you should report your problem to eBay.

If you report a problem to PayPal while an eBay claim is already open, your eBay claim will be closed. We’ll then proceed with your new PayPal claim instead. 

If you're unhappy with the outcome of an eBay claim, you can also report the problem to PayPal. But, remember to do so within our 180-day timeframe. You can't report a problem to PayPal if you already received a refund from an eBay claim.
