Can I request a payment for goods and services from someone who doesn't have a PayPal Account?

Yes. Recipients receive an email notification prompting them to sign up for an account. This feature is available for the following Website Payments buttons: Buy Now, Donations, and Add to Cart buttons.

Recipients can pay you for goods and services with their credit cards through PayPal, if you are a merchant and have the PayPal Account Optional feature turned on.
