Why did I get API error code 10204?
PayPal returned error code 10204 - User's account is closed or restricted.
Cause
A reference transaction or billing update was attempted against an account that PayPal has closed or restricted.
Solution
Inform the customer that PayPal declined the transaction and have them contact PayPal Customer Service for help.
