Issue
PayPal returned API error code 13122 - Transaction refused - Transaction violates PayPal User Agreement.

Cause
A transaction was refused and can't be completed because it violates the PayPal User Agreement.

Solution
Contact PayPal Customer Service to determine what part of the User Agreement is in question.

You must provide the same log file, because PayPal needs those details to investigate the error.
