How does PayPal approve merchants who use PayPal to offer stocks, bonds, securities, or related certificates?

Merchants must seek prior approval if they intend to use PayPal to sell stocks, bonds, securities, options, futures, or investment interest in an entity or property, including (but not limited to) corporations, partnerships, and non-development property. PayPal requires approval to ensure the safety of PayPal users and compliance with the regulatory and licensing requirements that apply to this industry.

Merchants can inquire about approval in accordance with this policy by sending contact information, business URL, and a brief business summary to compliance@paypal.com.
