Should I report my problem in the eBay or the PayPal Resolution Centre?

PayPal and eBay both have arbitration processes in place so you can report and resolve problems with purchases.

If you paid for an eBay item with PayPal, you can report your problem to PayPal, or to eBay. If you didn’t pay with PayPal, you should report your problem to eBay.

It’s not possible to report a problem to PayPal if you’ve already reported the same transaction to eBay.
